New CAM-SIMA code base as the future atmospheric component of CESM

The SIMA project has teamed up with CESM to deliver the future atmospheric component of CESM, called CAM-SIMA. The CAM-SIMA code base is a rewrite of the CAM code base to facilitate interoperability of model physics and chemistry packages across NCAR labs and other modeling institutions. The CAM-SIMA code base is a crucial step towards the SIMA vision of a unified community atmospheric modeling system for enhancing weather, climate, chemistry and geospace science applications.
